The Pinellas County Tax Collector’s Office (“PCTCO”) works in conjunction with the Unified Personnel Service (“UPS”), established in Pinellas County in 1975 by a special legislative act. UPS was set up “to provide equal employment opportunities to qualified applicants for public service jobs” in Pinellas County, and “to promote efficiency and economy in the public service...by hiring and retaining the best qualified persons available for county employment.”  All employment positions in the Classified Service within the PCTCO are processed through UPS.
